About the Department
The Office of the State Engineer (OSE) is responsible for managing the water resources of New Mexico. The State Engineer has jurisdiction over the appropriation, use, and development of all surface and groundwater in the state. The OSE issues water rights permits, adjudicates water rights, administers water rights, enforces water law, operates stream gaging and data collection programs, and provides technical assistance and information to New Mexico water users.
